lighttpd forum lighty > On windows, without sql?

I've read and googled, http://forum.lighttpd.net/topic/1164 and 
http://forum.lighttpd.net/topic/12 being the closest, but both seem to 
include Mysql.

If I don't want this, including use of cgywin, is it possible to have 
fast-cgi?

If not, can I have lighttpd, cgi, php6 and a cache on a portable drive?
