lighttpd forum XCache > xcache.ttl and xcache.gc_interval don't seem to be working..

The options for ttl and gc_interval don't seem to be working for me, 
unless I am understanding them incorrectly.  Figured I would come here 
for some clarification and make sure I understand things correctly.

I have xcache.ttl set at 43200 (12 hours) and xcache.gc_interval set at 
3600 (1 hour).

For whatever reason I have files listed with the create field showing 22 
hours.  The oldest file in the Access column is 12 hours ago.  Is the 
xcache ttl based on access or create?

The Deleted fields (should show the number of entries pending in delete 
list) are at 0 and have not changed, the server has been up for almost 
24 hours.  The GC fields (should show the number of seconds count down 
of Garbage Collection) is counting down during every refresh.

I am using xcache 1.21 on Ubuntu 7.10 and my full config is attached.
